How did they measure that - how did they event find out about them?!&lt;/p&gt;
&lt;p&gt;I don't know much about whats what with the sector for this age group - but I do have a 3 year old &amp;amp; 4 year old and as a parent I don't think children in Nursery at age 2 is the best solution. I would much rather any new incentives were aimed at helping keep parents at home while they have children of this age. I agree that playgroups are important so for me it would be to relieve the pressure on both parents to have to go back to work so while they have infants, and to encourage them to get involved with local playgroups - maybe those two things can go hand in hand somehow?&lt;/p&gt;
