    Justice reforms have failed to cut youth offending, says study

    The youth justice system could be in line for a fundamental rethink after a major study found it has failed to make a difference.

    The Crime & Disorder Act 98 creating the YJB and setting up the YOTS was a necessary move at the time. But post Victoria Climbie and the Children Act 2004 there is a greater need to look more holistically at Youth Justice within Children's Services. To me, the writing is on the wall - the YJB's 10th birthday seems it will be its last. The sooner the Depts of Justice + Children, Familes & Schools resolve their differences and ensure a smooth transition, the better for all
