    Councils are failing to properly gauge childcare needs in their area, according to a Department for Children, Schools and Families' review.

    Can you please give me more specific details on which councils did not assess properly as I am planning to build a nursery based on the findings of the Childcare Sufficiency Assessment Report. Was Cheshire County Council's report alright or has it been criticised? Regards Carmel Wood Ellesmere Port
