So lets go with a software glitch that has caused the delay, it happens - often. Anybody out there never had a computer crash on them? So I find for Maria Miller to suggest "further evidence of chaos" a bit strong. Or maybe she is special and never had her PC crash on her. Surely a delay to iron out the creases will be easier to handle than a system that is not fit for purpose.
