    Parents needed on Scottish children's panels

    Adults across Scotland are being urged to help improve the outlook for children who have been neglected or abused by getting involved in children's panels.

    This is quite controversial statement but I feel I must bring this little flaw about the Childrens hearing system. Firstly a positive note. I think the system does excellent work in protecting young people from harm and abuse however on a negative slant the hearing system sometimes over protects young offenders with sheriffs sometimes refering very serious cases to the reporter which will then be disposed of by the Childrens panel.For example if a young person is under a supervision order Children\(Scotland )ACT1995 and commits an offence in the community he or she will more than likely be reffered to the childrens panel. I agree this is a good idea if it is a petty offence but more often than not young people already under one of these orders are progressivly committing one serious crime after another.These young people know that provided they remain under one of these orders either \(home supervision or an order naming a residential school) they will be protected and generally a childrens hearing will deal with the matter.The good point is young people arent being criminalised however could it be the case that these young offenders may be using the system to their advantage. Apart from this flaw the childrens hearing system does do good work, but society and the Police do get demorolised when young offenders dont take any positive learning through being involved in the childrens hearing system.

    I have worked in a variety of youth settings mainly working with looked after and accomodated children. Im interested in preventing young people from entering the residential setting and supporting them in tne community.
