Is the government just interfering in schools?

Is the Children's Plan too top down, is the government just interfering in schools and trying to micromanage rather than giving them the power to decide what's best for the children they teach and the local community that they know? For instance, the Children's Plan announces that there will be a review of the Primary Curriculum. But do we need another curriculum review? Or should schools be given the flexibility to be able to decide themselves how much time to spend on literacy, numeracy and other subjects?
